Hazard Assessment
(AKA: Offsite Consequence Analysis or Worst-Case Release Scenario)

Ensure Safety and Compliance with Our Expert Hazard Assessment

At Macha PSM we are dedicated to identifying and mitigating potential hazards in your ammonia refrigeration systems. Our Hazard Assessment service is designed to help your facility comply with federal safety regulations, ensuring the safety of your operations and the surrounding environment.

Purpose and Scope of Hazard Assessment

Our Hazard Assessment aims to identify and evaluate the worst-case and alternative release scenarios for your covered process (e.g., ammonia refrigeration system). This assessment is performed in accordance with EPA’s Chemical Accident Provisions (Title 40 CFR Part 68 Subpart B §68.20-42).

Key Components of Our Hazard Assessment Service

1. Identification of Release Scenarios:
-
Worst-Case Release Scenario: We identify the event in which the largest quantity of the hazardous material could be released due to a vessel or process line failure, determining the maximum release quantity and the release rate.
-
Alternative Release Scenario: We analyze more realistic scenarios, such as equipment failures or operational errors, that could result in hazardous material releases. This includes determining the release rate, duration, and quantity.

2. Detailed Analysis of Release Scenarios:
-
Worst-Case Scenario Analysis: Factors considered include vessel or process line with the greatest hazardous material quantity, administrative controls, and passive mitigation systems.
-
Alternative Scenario Analysis: We consider historical accidents, near misses, and potential failure points identified during facility tours and Process Hazard Analyses.

3. Estimation of Impact Distances:
-
Distance to Toxic Endpoint: We estimate the distance over which hazardous material releases could pose hazards to the public or environment, considering factors such as wind speed, atmospheric stability, ambient temperature, and release height.

4. Off-Site Impact Evaluation:
-
Population Impact: Using U.S. Census Data and mapping tools like MARPLOT, we estimate the population potentially affected by release scenarios.
-
Public Receptors: Identification of schools, hospitals, residences, recreational areas, and commercial or industrial zones within the impact radius.
-
Environmental Receptors: Identification of parks, wildlife sanctuaries, and other environmentally sensitive areas that could be affected.

5. Reporting and Documentation:
-
Comprehensive Hazard Assessment Report: Our report includes detailed descriptions of the identified scenarios, analysis methods, and impact estimations.
-
Five-Year Accident History: If necessary, the five-year accident history can be prepared and included in your Risk Management Plan (RMP).

Methodology and Tools

We employ industry-standard tools and methodologies to ensure accurate and reliable hazard assessments:
-
EPA’s RMP*Comp Tool: Used for analyzing release scenarios.
-
EPA’s MARPLOT Tool: Provides visual dispersion maps for release scenarios.
-
Weather Data Integration: Incorporates local weather data to refine impact estimations.

Benefits of Our Hazard Assessment Service

-
Regulatory Compliance: Ensure your facility meets EPA’s Risk Management Plan requirements.
-
Enhanced Safety: Identify potential hazards and implement effective control measures.
-
Risk Mitigation: Minimize the risk of ammonia releases and their impact on the community and environment.
-
Detailed Documentation: Receive a comprehensive report that supports safety planning and regulatory submissions.

Hazard Assessment Qualifications

Our team leverages the information provided in the University of Wisconsin-Madison’s Engineering Calculations for Process Safety Management (PSM) and Risk Management Plan (RMP) course. The course provides detailed instructions, principles, and guidance for conducting worst-case and alternative case release scenarios.
