
When a new system is installed—or an existing system is expanded—those footing the bill are eager to get a return on their investment. Regardless of operational pressures, the PSM standard requires a thorough checklist be completed called a Pre-Startup Safety Review (PSSR). Here is an explanation of the PSSR requirements found in Title 40 CFR §68.77 and Title 29 CFR §1910.119(i):
The PSSR section requires the facility to conduct a safety review for new facilities and modified facilities that require changes in the process safety information. The review must confirm that construction and equipment meet design specifications, and that safety, operating, maintenance, and emergency procedures are in place and adequate. For new facilities, a process hazard analysis must be performed and recommendations resolved before startup, while modified facilities must meet the requirements in the corresponding management of change. Additionally, training of each employee involved in operating a process must be completed before the introduction of regulated substances.
