What is Employee Participation? | Blog No. 11

Unfortunately, PSM implementation cannot be entirely outsourced—employees are required to participate. Thankfully, process safety management is a performance-based standard and the explicit requirements for employee participation are sparse. Here is a summary of the requirements found in Title 40 CFR §68.83 and Title 29 CFR §1910.119(c):


The facility must:

  • Create a written plan for employee participation.

  • Consult with employees and their representatives on the process hazards analysis, which is only every five (5) years.

  • Consult with employees and their representatives on other elements of PSM.

  • Provide access to relevant information required by PSM.
